The Governor met the developers and Heads of Chelyabinsk, Magnitogorsk, Kopeysk and Sosnovskiy district.

At the beginning of the meeting, Yurevich attracted the attention of all participants to the growth of housing prices in a number of districts of the Chelyabinsk region, particularly in Ozersk, Snezhinsk, Magnitogorsk and Chelyabinsk. «We will soon face a shortage of supplies with the upper price limit of 1 million rubles on the housing market. Thus, the volume of compact-size housing shall be increased in some cities and districts located near Chelyabinsk and in Magnitogorsk», - declared the Governor.

Evgeniy Teftelev, Mayor of Magnitogorsk, was the first participant who presented the development plan. His calculations showed that in 2012, developers shall commission about 123 thousand square meters of living space in the urban district, including two blocks of compact studio flats.

The Head of the region was not satisfied with the above plan: «We need more blocks of compact flats in Magnitogorsk! Your city has no housing segment in demand. However, many citizens of Kazakhstan and Orenburg region come to your city to study, and many of them want to stay. In addition, we should give grown-up children who want to live separately from their parents an opportunity to buy their own apartment.»

The General Director of OAO «Magnitstroy» said that they offered one-room flats priced less than one million rubles, but few people can afford this housing as they could not make a mortgage down payment amounting to 20 percent.

Mikhail Yurevich recommended the developers and Marnitogorsk's Head jointly with a number of banks to find possible ways for making mortgage loans more affordable. As an example, the Governor mentioned the program «Affordable Housing for Budget-Paid Employees of Chelyabinsk» developed by South-Ural Corporation for Housing Development and Mortgage and the company «Greenflight».

«By the end of the summer, you shall commission about two hundred studio apartments in your city, - ordered Mikhail Yurevich. – Then, we will check the way you market these apartments. Anyway, developers and city authorities shall be interested in covering larger group of consumers.» Magnitogorsk authorities shall refine the layout of housing to be build with account of the Governor's task within one month.

Vyacheslav Istomin, Head of Kopeysk, said that 82 thousand square meters were to be commissioned.

«In your city, only compact housing, cheap and affordable, shall be built, - is sure the Governor. – The citizens of the Roza village will be resettled in your city, thus you shall review your construction plans. In addition, building of new houses contributes to the development of infrastructure.»

The authorities of the Sosnovskiy district and Chelyabinsk shall review territorial boundaries and construction plans to prevent housebreaking in the course of development of Chelyabinsk northwest district located near the Sosnovskiy district and to encompass the existing structures into a single architectural ensemble.

In 2012, 1 million 111 thousand square meters (including 100 th. square meters of compact housing) are to be commissioned in the regional center. This is a record volume for Chelyabinsk: during the Soviet period, on average 420 th. sq.meters of living space were built per annum.

The Governor emphasized that at the end of the last year the housing demand rose sharply and this trend persisted in January and February, 2012. This growth in demand caused the increase in prices. Mikhail Yurevich noted that the construction industry operated within a long time interval: developers cannot offer finished apartment at a short time as it takes about 6-8 months to design, tender land plot and build a house. Most municipalities face a shortage of compact housing priced at 500 th. - 1 mln rubles. Young people and budget-paid employees can afford this housing.

«Today, I and Heads of cities discussed top-priority town development plans, - said the Governor at the end of the meeting. - These plans will be prepared and submitted for my approval in the coming months. These plans cover Chelyabinsk, the largest growing agglomeration in the region, where the population increased by 100 th. inhabitants during last decade. New microdistricts have been built. These microdistricts having up-to-date appearance shall be crossed by city's best streets. In particular, this relates to the Universitetskaya naberezhnaya street. In addition, I ordered to involve small-sized companies into construction activities. These companies may buy land plot by tale, if they are ready to build one block of flats. Chelyabinsk Administration shall give different offers for different companies.»
