Work of a special team formed by the order of Mikhail Yurevich, Governor of the Chelyabinsk region to tackle health care problems in the above municipal unit has been completed.

The team involved in the analysis of existing situation and searching for possible ways to solve all accumulated problems encompassed doctors and technical personnel of Verkhniy Ufaley's hospital and regional Compulsory Medical Insurance Fund, specialists of the Ministry of Public Health of the region, Department for Interaction with Territories and General Expert Office. The team was headed by Pavel Kazakov, City’s Head. The members of the Commission thoroughly analyzed wages, available medical equipment, efficiency of property use, labor conditions and staffing of the hospital. The specialists of the Commission inspected all buildings and departments of the Central Municipal Hospital, analyzed thermal efficiency of buildings, checked accounting documents and met the personnel of the hospital.

Upon detection of key problems, the Commission prepared a program aiming to improve the operating efficiency, material and technical base of the Central Municipal Hospital in Verkhniy Ufaley. This program contains a list of specific measures that will allow both to tackle internal problems related to the hospital personnel and to improve the quality of medical services.

For instance, the Commission proposed to use available facilities in more efficient way by moving the Pediatric Department from the building located in Lenina street (Residential Complex named after Spartak) to the building in Suvorova street (Residential Complex Nikelshchikov); by moving Children's Polyclinic and Children Health Center to the building of Maternity Welfare Center; by moving the Maternity Welfare Center to the building of Children's Polyclinic; and finally, by moving Gynecology Department from the first floor to the second floor of the building No.6 in Suvorova street.

The specialists of the Ministry of Public Health of the region recommended to perform more comprehensive analysis of efficiency of the use of all buildings, structures and land plots operated by the hospital of Verkhniy Ufaley. As a result of this analysis, group of buildings located in the Lenina street (2a) will be most likely transfer into municipal ownership and released funds (previously allocated for maintenance of these buildings) will be used for current repair of the main building of Central Municipal Hospital located in the Suvorova street.

In addition, the repair of surgery and therapeutics departments and garage of the ambulance station has been scheduled. The Commission will also monitor the availability of medical apparel for the personnel of the hospital. Chelyabinsk Regional Compulsory Health Insurance Fund will allocate funds to purchase diagnostic equipment (for fibergastroscopy and ultrasound investigation) and breathing equipment.

The Commission emphasized the importance of the professional improvement of non-certified medical specialists. For the purpose of wages control, the monthly monitoring procedure will be implemented. The members of the Commission stressed the need for a constructive dialogue between the municipal administration and the hospital, and between the administration of the hospital and its personnel. Now, the document prepared by the team will be submitted for an expertise to the regional government, Ministry of Public Health, Compulsory Medical Insurance Fund and to the staff of the medical institution. Then, financing sources for implementation of the described program will be assigned. We already know that the regional Ministry of Public Health will allocate about five million rubles upon condition of joint local budget financing.

Readers are reminded that the special team tackling health care problems in Verkhniy Ufaley has been formed on the initiative of Mikhail Yurevich, Governor of the Chelyabinsk region. The visit of Pavel Ryzhiy, Deputy Head of the region, Vitaliy Teslenko, Head of the Ministry of Public Health of the Chelyabinsk region, and Mikhail Verbitskiy, Director of Chelyabinsk Regional Compulsory Health Insurance Fund, to the municipal government was a clear sign of constructive work executed to fix the accumulated problems. The participants of the meeting decided to detect key problems of the Verkhniy Ufaley's hospital within seven days. Next week, the specialists will take necessary measures to approve and adopt the health care development program for this municipal unit.
