Today, the meeting dedicated to the discussion of health care plan for 2012 took place at the city hospital of Verkhny Ufaley. Pavel Ryzhy, Vice-Governor, Vitaly Teslenko, Minister of Health Care and Mikhail Verbitsky, Head of Chelyabinsk Region Obligatory Medical Insurance Fund, attended the meeting.

Medical professionals of all levels were invited to take part in the discussion as well as the management of the community, representatives of the Chief Expert Authority and the Authority for Cooperation with Territories of the Chelyabinsk Region.

As was emphasized by Pavel Ryzhy, special attention is now drawn to the health care services in Verkhny Ufaley. This is the consequence of the number of demands specified in a letter by an initiative group of the hospital employees. Their letter became the reason for an in-depth inspection by the representatives of the Regional Ministry of Health Care and Obligatory Medical Insurance Fund which has detected a number of problems accumulated in Ufaley medical care sphere. Governor Mikhail Yurevich has taken this problem under his personal control.

«Verkhny Ufaley health care is not perfect», noted Pavel Ryzhy today. «Some demands in the letter are justified, some are populist, but we have considered everything. And Regional Authorities will interfere with health care in the territories where problems have been accumulating.»

The main objective of the meeting as stated by the Vice-Governor was to create a working group which will be developing the action plan to change the system of health care in Verkhny Ufaley. The working group lead by the head of the community will include a number of regional specialists who will arrive to the territory tomorrow. Moreover, according to Pavel Ryzhy the group should also include several medical professionals of different levels. As ordered by the Deputy Governor, the document should be ready in a week. Within this time the specialists should review the health of the assets, the efficiency of their utilization and suggest how health care of the urban district could be improved. The working group will review absolutely all salaries, utilities payments, fuel expenses and other expenditures of Verkhny Ufaley hospital.

The Vice-Governor also insists that collective labor agreements with all employees should be executed and signed within two week. Labor union representatives are expected to be engaged in this process.

So, after a one-week review of all hospital activities, a document signed by the head of the community will be sent to the Regional Government, Ministry of Health Care, Obligatory Medical Insurance Fund, Ministry of Finance and Employment Office. It will be considered by the hospital management and employees - for this another week was allocated by Pavel Ryzhy. After that the document will be adopted as an actual action plan to execute till the end of the year. Thus, based on the stated objective, the process will take two weeks. In the future, the execution of the action plan will be tightly monitored by appropriate regional authorities.

As a result of the meeting, a working group was assigned. With that not only have hospital employees delegated their representatives in the group, but also expressed some suggestions concerning the items the working group should focus its attention on.

It should be reminded that Mikhail Verbitsky, Head of Chelyabinsk Region Obligatory Medical Insurance Fund inspected Verkhny Ufaley hospital last week. After the inspection, he said that the funding allocated for the hospital has to be spent on maintaining a large number of buildings. This money can be spent for medical personnel salaries.

The Director of the Fund paid special attention to the excessive number of technical staff. «When on average in the Region the ratio of physicians and other hospital employees is 1 to 3-4, in Verkhny Ufaley this number is 1 to 10 people. Normally, we say that physicians are the ones who earn money for the hospital. In this hospital it seems that each physician pays the bills of ten people», said the Director of the Fund to medical professionals who came to the meeting.
